The following tip

TIP: To login as root via ssh you need to set up /root/.ssh/authorized_keys or SSH_ROOT_PASSWORD in your configuration file

was shown when SSH_ROOT_PASSWORD is set in /etc/rear/local.conf.

This pull request adds a test so that this tip is not shown when SSH_ROOT_PASSWORD is set in /etc/rear/local.conf.
