#1394 PR merged: Always copy /etc/multipath/bindings to the TARGET_FS_ROOT¶

The previous code only copy /etc/multipath/bindings if it does not
exist on the TARGET_FS_ROOT. We need also to copy the
/etc/mulitpath/bindings when it is updated during migration process.
