I am not a TCG Opal disk user so I can
neither check how ReaR works with a TCG Opal disk

The TCG Opal disk related code was contributed to ReaR
some time ago by @OliverO2 but he is no longer active here.

The info you provided looks inconsistent.
You use ReaR version 2.7 with /etc/rear/local.conf

but your sudo rear mkopalpba output shows

https://github.com/rear/rear/blob/master/doc/user-guide/13-tcg-opal-support.adoc
I think a successful rear mkopalpba is a precondition
for a subsequent rear mkrescue because the former
creates a PBA image that is then needed by the latter.
